He's right, by law, there is nothing that he can do. As long as the dog has the basics, food, shelter and water, his hands are tied. There is no law that can force someine to hug, kiss, pet and love an animal.
If they know that you are going to report everything "wrong", your next door neighbors can make your life a living he--.
Do NOT steal the dog! No matter how much we love our pets and consider them family, under the law, animals are considered property, just like your car is your property.
Stealing an animal, no matter how good your intentions are, is just like stealing a car, or a stereo, or anything else.

Thanks for repeating this message several of us have said upthread.
Maybe I'm too close to the law...my guy's a Dallas police officer.
He has dozens of stories like this. No matter how noble, you can't break the law. I would record details...time, date, condition....take pics/videos...anything that would hold up in a court of law.

@Lostandscared good for you for standing up for the dog. You are a very good person. And your bravery is noteworthy. I hope the neighbors start taking care of the dog and are hit with an attack of kindness to pets. I don't understand for the life of me why people have pets if they're just going to ignore them and treat them like a burden.

It is good that you spoke to her..but now call the Animal Control Officer..of SPCA of your area..

edited to say..I just read the reply where you spoke to somebody! That said..not much more you can do but monitor the situation. Unfortunately a lot of people are like your hubby..they don't want to get involved. It is what it is.

A Life Line ~
Alright..... so here is my spin on this situation. Your intentions and reasoning for
going over are completely for concern and welfare of the puppy. Obviously. You
may make more headway by instead acting as the nosy neighbor (in their eyes) And
As hard as it may be..... try to be friendly and make friends with them so you can
visit the puppy and check on him. When you say he is locked up..... what does
that mean exactly? In their house or outside in a pen? Maybe you can act
excited about the puppy and allow for you to check on him and his welfare daily,
by making friends with those difficult neighbors........ Do it for the puppy, you are
his lifeline to a better day.
Take a blanket over to him, or some puppy treats..... You can make a difference
somehow to this puppy by trying to be proactive and Positive. See if they will
let their puppy come over for a play date...... act friendly when you see your
neighbors...... you could turn this whole thing around by doing so.
Just be smarter than them.......be friendly to them first and slowly but surely work
your way to the puppy...... try it..... do if for the puppy and for your peace of mind for the puppy's welfare....... Keep us posted.......ok?

awwww this breaks my heart! Poor puppy! Why in the world do people get a pet if they have no true interest in it??? Anyway, @Lostandscared thank you for trying to protect the poor innocent puppy.
