I guess it's a service.  Someone has expenses to do this and they charge you for the use.  I've seen it too.  I don't want anyone's number that badly.

Try Zabasearch.com.  All you have to do is enter the name and select a state.  It will give name, address, age, and phone # if they have a landline.  

 

ETA: If several people with the same name, you'll get a list.

I'm confused....who are you paying $19.95 to for a phone number? Is that part of your monthly rate to a phone carrier like Verizon or AT&T??
