Try snapping the towel.  It's just like snapping a wet towel at someone.  Most cooling towels require that.  

 

You can get less expensive cooling towels on amazon.  That's where I got mine.  I can't remember the brand but mine cool for several hours.

Did your eyes not see where the OP said "I snapped it like it said to do"???
