@BalletBabe   My goodness, he sounds like a loaded cannon.  I'd want a brick wall between us.  There is a quote that fences make good neighbors...but from stories I have heard it over the years seems they just create more issues.  

It was always my feeling that people should tread lightly when they move into a new neighborhood, and not be too aggressive.

Most ordinances require a fence to be more than 3" from a property line.  Complain too loudly and you could have to remove the complete fence. 

Hope he is a 'nice' neighbor and doesn't cause you any more problems.

@BalletBabe  My opinion......the plants are NOT worth fighting with your neighbor. That can be a nightmare.

       That's the way it works here too.  If a neighbor's  tree limbs or shrubs hang over or into your property, you can trim or remove what is on your property.  Which makes perfect sense.

The fence is on my property, no one can make me move it, or take it down. I fact three inches on other side is also my property.  Everyone has fences in Florida. I know where the boundry line is and the fence in not on his property.   Thanks for your opinion.

@Regal Bee   I agree if it was just that, but he has done several things that have damaged my fence.  I will go to take him to court if I have to.  He fought with the tree guys.   He fought with the roofer, he never came back.  I could go on and on but it isn;t worth it.   It is not that I am fighting about the fence.  I am upset because 1.. He should have told me and I would have been glad to cut them on his side, but by him yanking on them he pulled the staples out of it.  Then the slats started to fall.  

He also got into it with some guy that was delivering something yesterday.  I was working in yard and heard him screaming at the guy , just like the tree cutters and myself.  He also slid a note in my door telling me the trees had to be done in Jan.  I had to shell out 1,500 which was not easy.  It was just Christmas and I had to replace my stove, and dryer.  Now it is May and he still hasn't started the roof.   I told him that will never happen again.   No one will rush me to get 1,500 out immedialy. The tree cutters said if I didn't cut mine my home would be in great danger, because everything was leaning towrads my house.

@BalletBabe- So there was jasmine growing on both side of the fence?  Your old neighbor planted one their side and you also planted one on your side.  Is this correct?

@qbetzforreal   Yes, that is correct.  He had every right to take the bush out on his side.  Now mine is starting to get bigger, and I told him don't let me catch you pulling it off.  First I told him that he could push them through if they grew on his side, but when he got screaming at me like a child, I told him not to touch my fence or my vines.   I will check it often and try to keep them on my side.  He said the vines were pulling the fence down.  That is a lie.  I lost a few sections about 10 years in hurricane, believe it or not , I had nothing fall last year in the bad hurricane we had.  

IMO when he saw he had pulled the staples out, he should have repaired it.  I have to call someone at the court house to see what is legal.  I have lived here for 16 years and never had a problem.  My old neighbors that just moved out, they always asked before they did anything to the fence.  Everyone else put up their fence close to mine, but never did any damage.  He also claimed that my trees caused him to need a new roof and I told him now I know your nuts.  There are no holes or shingles pulled off and old neighbors always kept them cut away from the roof.  The roof is 25 years old , that is why it needs replaced.
