I wonder how many times you can repair the fence and it will still support standing? I would get an estimate for a new fench and present that to the father. Inform him that will be the bill for the next time the gall hits the fence I worry that if the fence collaspes and there isn't a ball involved then it will be your expense thru no fault of your maintainence.
I had a similar situation and that's the only way it was resolved. Good luck.

I would put up a camera . Tell your neighbor if this happens again you are taking him to court.

I will say right up front that I don't know what the solution is. But my opinion:
-You shouldn't have to go to him if there is a hole. He should know if there is a hole and go to you
-I would ask the fence people if they know of a solution. Hard to believe you are the only one who ever experienced holes in the fence
-I would not call the police or go to court
-I don't quite understand about the other neighbor who has holes. I would go and ask them about it

Don't know if this would work or not, but have you called your insurance company and chatted with them? They might be able to make a call to him about liability and insurance company actions, and etc. etc. etc. Or a lawyer.
The problem isn't going to go away unless it gets stepped up higher. Either that or take the fence away. Then put up "no traspassing" signs.
But sometimes a call from a "concerned" individual--insurange agent, lawyer, friend of yours who is in an associated business, might call to "chat and negotiate" the issue.

How old are these ""kids"? Especially as it keeps happening over and over.
How much room is there between your fence and his? Enough that you could pile bricks or some sort of barrier between the two fences?

Maybe you should change the vinyl fence to something sturdier like brick or cement. It doesn't seem like the neighbors are going to change so I would change the fence.Vinyl fences are insanely expensive so I'm guessing that's not an option to just replace it. I paid a LOT of money for one last year andthere's no way I'd take it down and replace it with another expensive fence because of the neighbors kids. I think I'd tell the dad that I appreciated him paying for the repairs but further damage to the fence is unacceptable and the kids need to go play someplace else OR a police report will be filed should anymore holes appear. The parents need to be parents and make it clear to the kids that it has to STOP. Maybe he could put up a
barrier of some kind on his side to stop the balls before they hit her fence.
I understand what you are saying but it is obvious that talking to the neighbor is not working. I know it is expensive to change the fence but it might save a lot of stress in the long run.

bun,
my impolite neighbor broke two portions of our vinyl fencing as well, her crazed vicious outta control dog broke two portions trying to get into our patio. She never even apologized. We fixed it. I kept the receipts, her texts saying she wasn't paying for her dog's destruction, and I filed a lien against her property.
she or the next owner will pay the debt one way or the other. We will be compensated.

@Sooner What about the dedutible?
I thought about this and I wondered about cement blocks. Don't know how much they would cost.

I would have them pay each and every time.
When they get enough hits to the wallet, they will stop the problem.
