If someone offered me a .03% raise, I'd decline it and tell them they obviously need it more than I.

Merit increases are never guaranteed, but should be since the cost of living continues to rise...so should our pay.  A merit increase of 2-3% is common place these days.especially with the economy being so bad and unemployment still poor (most folks are not even reporting being out of work it's so long and college kids can't find jobs)
