I use over the winter months an oversized plastic saucer (that usually is under a large plastic pot) on the soil with a brick below it to elevate it (when snow comes) and stick a de-icer in it that gets plugged in. This keeps the water from freezing. It helps to change out the water every so many days too of debris, leaves, poo etc.
Once the weather warms up I set out a Droll Yankees bird bath on a 3' pole and set that up under one of my backyard trees. I have another birdbath that is on a stand and that sits on a concrete slab under a tree. Once I level the slab, the birdbath sits level. I will probably be doing that in a week or so.

Alao purchasing a dripper or mister that you can hook on the side helps attract the birds. They are atracted to moving water. Go to your local bird store for help.
I used to work at Wildbirds Unlimited and we sold three different things. My dripper just drips a drop every second or to and it can be regulated.
