Wind Damage - Seedlings

The wind has been rough on seedlings. I noticed at the community garden one plot had stakes around plants. Wrapped around stakes was saran wrap. I first thought it might be to gather more heat from sun for plants but maybe its a wind break. Any insight? My cucumber plant broken off and need to replace.

Do you have deer in the area? We have a fenced garden, but left some flats of seedlings on the porch. One flat of cabbage made a tasty midnight snack for one deer who climbed two steps to the porch.
