    <description>&lt;P&gt;Hello gardening friends.  My neighbour has a rhodo that looks really good but does not bloom.  It was protected from the wind over winter by burlap (we're in zone 5).  She does fertilize it as recommended.  It is in full sun.  It has amazing buds that don't bloom.  The plant is about four years old and very full, about 4' high.&lt;/P&gt; &lt;P&gt;Any insights or advice?&lt;/P&gt; &lt;P&gt;TIA.&lt;/P&gt; &lt;P&gt; &lt;/P&gt; &lt;P&gt; &lt;/P&gt;</description>
