I don't know of any perennial that can be planted in hanging planters other than perhaps geraniums that are cut back to the roots and stored properly over the winter.

Ivy would probably survive in a hanging basket. It's pretty much indestructible.

Indoors or outdoors?

There are a few vining houseplants that would do well in an indoor hanging planter besides ivy--

Pothos is another one.

I just googled "perennials for hanging baskets" and lots of options came up. I think the trick would be to winter them over, plus they outgrow the baskets very quickly. I have perennials in pots on my deck and after about two years, they are begging to go into the garden and then just burst with new bloom. Good luck in finding something you love.

I can think of a number of perennials that do well in hanging baskets. There is a dwarf crepe myrtle, bougainvillea, Hoya, daylilies, lantana. These must be protected against freezing weather.

It would depend on where you are located as most pereninials would not do well in a hanging basket past their first year of growth. Their roots need room to spread. Heuchura could be grown in a hanging basket for at least one season but would probably need to go into the ground by the end of summer or early fall. If you are in zone 8 or higher several hardy annuals would work
