CA Bans Sale of 'Puppy Mill' Animals in Pet Stores

A new trend may have just emerged as California has become the first state to ban the sale of animals from puppy mills with the passing of a new law.

Confirmed this Friday by Governor Jerry Brown, the new law would require pet stores to sell animals from shelters or animal rescues.

Dogs, cats and bunnies will soon be sold primarily from these sources, taking effect on January 1, 2019.

If found in violation of this law by selling an animal not of rescue origin, stores could face a fine of up to $500.

Private breeders are still allowed to sell animals independently.

Both the Humane Society and the American Society for the Prevention of Cruelty to Animals stand behind the new groundbreaking legislation.

They cite several benefits to the law: decrease in unnecessary pet death, the promotion of more pet adoptions and overall better animal welfare and treatment.

Irresponsible breeding of animals results in over 1.5million euthanizes each year in the United States, according to the Humane Society.

Additionally, a staggering 99 percent of pet sales come from puppy mills.

For animal rights activist across the country, the motion gives voice for defenseless pets.

I have not seen the new rules, how are they defining private breeders -vs- puppy mills?

Dogs will become very expensive if only registered breeders can sell.I don't like the puppy mills though.

This law means that pet stores cannot sell animals that come from a 'breeder' or 'puppy mill', only animals from a shelter or rescue.

It doesn't affect an individual buying from a breeder or puppy mill, if they choose to, but pet stores can't buy them to resell in stores.

So it is only regulating sales at pet stores.

Puppy mills have found new ways to sell pets around here. When the puppies are ready for sale they are moved into a family environment. People are led to believe that a family pet was bred or it is a small operation, thus they are quality, healthy pets. While it may cut down on the impulse buys in a pet store, unfortunately most will find another way to continue operations.

Quality breeders often have dogs that are not "show quality" to sell that are much less expensive. These dogs still have the yet do not have the qualities needed for a show or performance dog. A friend got a great dog because the breed standard required a black nose and this one had some pink coloring.

I never knew they sold puppies from puppy mills in Pet Stores. That should be against the law & so should puppy mills. There are plenty of dogs & cats that need homes so they should ban puppy mills. These people need to find another way to make a living besides puppy mills & the way they treat the animals. They are in it for the money & don't care two cents about the animal except how much money they can make from it.

A $500 fine is not enough to put a stop to it!!!

Apparently our stores here have already been doing that. I am in CA.

They only have dogs and cats from shelters. And once a month they hold a huge adoption day and bring in many more.

The birds and small animals are from breeders.

So now they will sell the dogs to dog fighting outfits and labs for experimental testing..... there is no winner here.... they are going to be sold SOMEWHERE.

@Nightowlz. I so agree with you ! There should be jail time and more lime $20,000 in fines. Or more , that would take care of this horrible disgusting practice.

God I never even thought if that !!! I just really pray this is not the case ! Labs should be banned and dog fighting, please don't even go there , that realll sickens me , csnt allow myself to even think about that..

Labs don't pay for purebred animals to test on when they can get the 'unwanted' for free and fighting dogs are BRED and TRAINED for aggressive behaviour/fighting.

I still applaud any effort to protect innocent animals, no matter how small it may seem to some.

It's so much easier for this type of unscrupulous backyard breeder to sell a lot of puppies at once to pet stores, where people can't see how they're overbred and raised in deplorable conditions vs. selling to individuals one at a time.

IMO, this law will make it not worth the time and trouble to a lot of these types of breeders.

They are known from many sources to sell to pet LAND ssss.

A puppy mill to them, is the same as live stock; in cages. Breeding until they can no longer, or are able.

You can easily look up the largest puppy mills in the US. As far as I can tell none are Amish operations. While, yes, some operations are run by Amish many more are not. It is a money making business thst attracts peoole for all walks of life. To continue to perpetuate that this problem is because of the Amish is completely wrong on many levels.

As long as people are willing to buy these puppies, they will find some way to get them to market.
