I'd suggest getting a cute little harness and that way her throat will be protected.

I don't like leashes either. I hate the idea of leading around my best friend by the neck. A harness is much more humane. Some are like a little doggy tank top. You may have to try several before you find the perfect one.

@qualitygal

I don't know whether a vest-type harness would work, but I have one I like very much from Zack and Zoey that I used when I walked one of my cats a few years ago. I don't see any in current production, but there are some on eBay. I recommend replacing the D-ring for the harness with a better one (theirs is weak), and reinforcing the Velcro fastenings (I used a big safety pin). My cat's fur was never matted.

Our vet suggested a synthetic suede collar lined w/ faux sheep fur (that curly hair). It's for larger dogs than your Yorkie, but the padding is the "thing". You may be able to do a DIY one for her.

I have a Pom/Papillon mix and a Chi/Papillon mix, both with long hair and use a YUP non-pulling harness. Neither has a problem with matting. The fit of these harnesses is highly customizable and I particularly like that the straps behind the front legs are padded so do not irritate no matter how long the walk (the hair here does not mat either).

Well the leash is just attaches to whatever harness or collar you use. I've never had a leash cause matting. I use a harness with my longhair chihuahua. I use one called Canine Friendly Vest Harness both for walking and for her car seat. I use a retractable leash.
