topic Ceramic watch quality? in Jewelry

I've been waiting for a cheap one, $100.00 or less. Watching Shop NBC last night and they said there are different qualities of ceramic, some of it is just painted on. Painted on what? I figured ceramic was ceramic. I want a white one and obviously I want it to stay white. Is Oniss a good brand? They had one in my price range, but it sold out and I'm waiting for it to come back.
