I have one very similar to the black one except that mine also a lighter thread row of red threads outlined with a row of gold threads, otherwise, very similar. I purchased it at TJ Maxx in 2007 (I recall exactly the date and the occasion for which I wore it with a pair of black velvet pants which I purchased from Talbot's the year before. It was a special event held by one of the organizations of which I was a member, celebrating the Mexican community in our city.

Love, love, love it! Reminds me of a few of the blazers I bought at Coldwater Creek years ago when they had sequins, boggle beads, embroidery, etc on them. Glad I kept them as difficult to find anymore.
