Very cute outfit. The little purse has an interesting shape. Yes, she does elevate the look of a track jacket quite nicely here. If she had on a sneaker - even a low profile sneaker - it wouldn't be quite the same.

That's my style! I've actually done that, as I wear a lot of black as a base..and add jackets casual or dressy to elevate the look. The red shoes are everything, and I also choose my shoes to add color. It doesn't take much to jazz up an otherwise drab outfit. It's all in the accessories, and in this case pieces of clothing paired perfectly!
