Garment measurement - "at WB top edge" ?

What does it mean when it gives a measurement for pants/jeans saying, "Waist Circumference at WB Top Edge" and that's the only waist measurment given?

What does "WB top edge" mean? (is that speaking to if it's fully extended/stretched)

I would think WB=waist band.
