If I wanted to get the width of pants at the bottom hem I would look at the measurement for leg opening circular and then take half of that number to determine the opening across the front since I think they are giving the entire measurement of the bottom in a circle?

I'm a little confused by the way your question is worded -- but my assumption is that the measurement listed is the circumference. To get the 'width', you would divide the circumference by 2.

I checked out the measurements of a pair of pants and the leg opening measured at 27 inches. I doubt that the straight leg pants I was looking at are 27 inch wide at the hem.

Hope this helps!
