I am coming here to ask this as this is where my friends reside.

A friend sent me a picture from her I phone 6S to my i phone 5. In the upper left hand corner of the pic is a tiny white dot with smaller dots encircling it. What does that mean or do?

Is it part of the picture itself?

That means it's a Live Photo. Press and hold your finger over the photo and it will move like a mini movie. Only iPhone 6S and 6S Plus models can take Live Photos, but I think any iPhone can play a Live Photo. The first time I had one sent to me, I freaked out a little.
