    <description>&lt;P&gt;Just wondering what you would do in this instance.  Several months ago a new family moved in with a bunch of unruly young children and a dog.  It's kind of hard to describe how their house is situated from ours, but it is very close.  When I sit on my back porch, there is my drive way and then there are a row of maybe 4 houses, with their yards being right there after our driveway. Any way ---- this woman constantly ties up the family dog outside and it wails, cries, and carries on for hours at a time.  This begins very early in the morning, so that even on the weekends you cannot sleep in.  Even with all my doors and windows closed, it is still very loud and awful.  It sounds as if the dog is being killed, even though no-one is touching it --- it's that type of wailing!  I can't even sit on my back porch because of that dog screaming and carrying. &lt;/P&gt; &lt;P&gt;I can't possibly imagine how the houses right next door can stand it?  Any how, one morning a few weeks back, I couldn't stand it any longer and on my way to work, I walked through the yard and was preparing to try and knock on the door.  Well, of course, the dog --- tied -- began barking and throwing a fit --- the woman came out her door and looked at me --- all the while the dog is having a fit.  I said - I would like to speak to you for a moment.  Instead of doing like any reasonable, sane, person would do and getting the dog and putting him in the house, she just lets him carry on and he is jumping and throwing himself all over me and soiling my clothes and scratching me!  I'm saying - loudly - will you please get him off me?? And she says - very snotily - you're in his space!!!  What a witch!!!  Then she says - if you want to talk to me, you'll have to go around back!  What the????  &lt;/P&gt; &lt;P&gt;So, I trudge around back.  And I tell her that this constant wailing, crying and carrying on of her dog is very disturbing and is very inconsiderant.  I said, I don't understand why it doesn't bother you and why it doesn't bother others.  I also told her that I can't even sit on my porch because of the noise.  Even in my house with doors and windows closed, its loud and disturbing.&lt;/P&gt; &lt;P&gt;She starts in right away with an attitude - Well,  you don't understand.  I have a new baby and I have to keep him out here a lot or else put him in the laundry room, blah,blah, blah.  I said, well, that's not our problem.  I said, well, then, put him in the laundry room or make some other arrangements.  Why should the rest of us suffer?  I then told her that I was trying to be nice in coming to speak to her but if it didn't stop, I would go to authorities.  I said, I realize the dog has to go out and do his business, but after a short while, he needs to go.  I said, obviously, he is screaming and crying because he is not happy outside.  The whole time she was just glaring at me, like --- you old hag, how dare you?  &lt;/P&gt; &lt;P&gt; &lt;/P&gt; &lt;P&gt;Sorry, this is so long.  What would you do?  I don't want to have problems with neighbors, but why should we have to put up with this?  I want to call the police, but do you think this is too drastic.
