Who started using "reach out to..." instead of just saying "contact", "contacted" or "contacting"? It seems like I've been hearing/reading it used a lot lately, from broadcast journalists to co-workers. Is this the new "I'm just sayin'" catch phrase?

My interpretation of the meaning of "reach out to" is making a gesture of kindness, sympathy, empathy, or similar, to someone in need. But the way I've been hearing it used, or over-used, or even mis-used, it just means contacting someone.

Is this stupid, or is it just me?
