Question....Kindle Whispernet

I didn't used my Kindle for about a year, and have recently been catching up on books I had purchased. Unfortunately, I have forgotten how to use Whispernet.

I ordered a book this morning from Amazon (like previously) and it has not downloaded. Should I turn Whispernet on or does it stay on? I have forgotten and looking at their site, it is confusing. I figured someone here would have a quick answer

Also, the top right side has a long button with a plus and minus sign. What is that for?

Thanks so much for clearing this up. Oh, I did learn while searching, that supposedly the battery lasts longer if you just put it to sleep rather than turn it off completely. Seems odd.

Btw, I don't know what model I have. I have had it for at least a couple of years, so it is not the very newest version.
