      <description>&lt;P&gt;Memorial Day, which is observed on the last Monday of May, commemorates the men and women who died while in the military service. In observance of the holiday, display the United States flag at &lt;STRONG&gt;Half Staff from sunrise until Noon.&lt;/STRONG&gt;&lt;/P&gt; &lt;P&gt;The flag, when flown at half-staff, should be first hoisted to the peak for an instant and then lowered to the half-staff position. The flag should be again raised to the peak before it is lowered for the day.&lt;/P&gt; &lt;P&gt;&lt;STRONG&gt;On Memorial Day the flag should be displayed at half-staff until noon only, then raised to the top of the staff.&lt;/STRONG&gt;&lt;/P&gt; &lt;P&gt;United States Flag Code - Section 7.M&lt;/P&gt;</description>

For flags that cannot be lowered to the half staff position, the technique is to have a long piece of black ribbon (preferably the width of the stripe on the flag) tied at the top of the post right above the flag displayed during the time the flag is to be at half staff.  Not too many people do this, but many of our veteran friends do. It is an option if someone chooses to do so. &lt;/P&gt; &lt;P&gt; &lt;/P&gt;</description>
