    <description>&lt;P&gt;This is the second morning in a row that we have had a frost advisory. This morning I had a thin layer of ice on my windshield and had to warm up my car before leaving. This is also the second morning in a row that I have passed a house on my street with a dog tied to a tree on a tie-out-cable with no shelter. It's a medium sized dog with very short hair. It may even be a Pit Bull. I've only seen the dog when driving by the house. This morning as well as yesterday morning the dog was curled up in a tight ball laying in the middle of the back yard. I made sure this morning to look at the length of the tie-out and he cannot get to any kind of shelter. I called the Sheriff's department and reported it. I declined to leave my name when asked in fear that they would tell the owner who called. I used my cell phone to make the call. I hope they send someone out to check on the poor dog even though I didn't leave my name.&lt;/P&gt; &lt;P&gt; &lt;/P&gt;</description>
