Good question. It looks like the driver's side window is open. If a cart corral can be a parking spot, then a car window can be a door.

Bet the owner would be very unhappy when they came out if the store had this car towed away. Seems like some will do anything to keep from walking a few feet further to their destinations.

It can happen anywhere. There was a snow storm a few weeks back where afterwards the local mall was left with fewer parking spaces, so some blocked cars on an incline. We just happened to be one of those people whose cars got blocked. When we talked to security, they told us they had no way of moving the cars. They have NO authority to ticket or tow the cars. And this was a mall with some very high end stores.

No shortage of parking spaces at Target....can't say I've ever seen a crowded parking lot at a Target store and it's even more of a ghost like parking lot after the credit card fiasco.
