The answer to your specific question is no; cool air is not associated with a dehumidifier.

Yes, a dehumidifier will make it feel cooler although the temperature will remain the same. Drier hot air feels cooler than humid hot air.

ETA-

The 'heat index' is based on a calculation using the humidity plus the temperature to give you a reading of how hot it feels.

I would think a dehumidifier would make the heat more tolerable since it would not also be humid. Put a bowl of ice in front of a fan that is facing you. Or wipe down limbs with wet washcloth while sitting in front of fan. Cools the skin.

Just buy a good, big fan for air movement. Circulating air always feels cooler even if the temp stays the same, but you don't need the purifier function.

If you have a lot of humidity in your home, a dehumidifier will help you feel cooler. We live in a very humid environment and use 2 dehumidifiers in our home with central AC. Some rooms are cooler than others due to how our home is made and the dehumidifiers are a big help. It's amazing how much water comes out of the air here in addition to the amount removed by the ac. I would try one and see if it helps your specific situation.
