    <description>&lt;P&gt;Maybe some of you teachers can help me understand this. The HHS evaluation of Head Start says it isn't accomplishing what they want:&lt;/P&gt;&lt;BR /&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;BR /&gt;&lt;P&gt;&lt;A href="http://aspe.hhs.gov/hsp/strengthenheadstart03/report.htm#The" rel="nofollow" target="_blank"&gt;http://aspe.hhs.gov/hsp/strengthenheadstart03/report.htm#The&lt;/A&gt;&lt;/P&gt;&lt;BR /&gt;&lt;P&gt;So the answer is what? To start yet another program with the same goals of improving pre schoolers ability to succeed in school?&lt;/P&gt;&lt;BR /&gt;&lt;P&gt;If they actually know what to do, why don't they just do it?&lt;/P&gt;&lt;BR /&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;BR /&gt;&lt;P&gt;It looks like, from the report, that they want to blame the failures on the states and the "fragmented approach?"&lt;/P&gt;&lt;BR /&gt;&lt;P&gt;So does that mean that the new program will be run by the Feds? Will this new program end Head Start then so we don't continue spending money on a failed program?&lt;/P&gt;&lt;BR /&gt;&lt;P&gt;And if the answer is a Federal program, does this mean that public schools should be run by the Feds too - since I guess you could also argue that the State-run "fragmented approach" is the reason for the low reading/math scores and abysmal graduation rates?&lt;/P&gt;</description>
