topic is makeup basic hygiene? in Community Chat

I learn so much here about people's personal boundaries with others. Some people spend an inordinate amount of time studying other people's feet to see if they are worthy to wear sandals. Others seem to judge manicures. So I have another question. While watching a news report on make up for 8-12 year olds, one mother said make up is just basic hygiene. Do you think so?
