    <description>My neighbor up at my cottage has one or two dogs that are kept tied up outside at all times. My heart breaks for these dogs. I don't feel as bad when there are two dogs, but sometimes there is only one. I have seen them left out in the fenced yard, but also have seen the one dog outside the fence, so I guess it gets out so that it why it is tied up. I feel so bad because they are out in the rain and they just don't seem to get any attention. I am pretty sure they are fed and watered but leaving them out with no shelter??? I really can't understand this, tho I know it is not uncommon . Is there anything I can do? There seems to be numerous different younger people living in this house. They come and go and I have seen them caring for the yard, working on their cars etc. I have not spoken to them or met them yet. They have been here for probably two months. I am only here in the summer, but all of last summer the house was un occupied. Any suggestions if there is anything I can do? My heart breaks for this dog(s). I have to admit my summer is not nearly and relaxing up here now that I know there is this poor dog, curled up in a ball in the pouring rain. &lt;img id="smileysad" class="emoticon emoticon-smileysad" src="https://community.qvc.com/i/smilies/16x16_smiley-sad.png" alt="Smiley Sad" title="Smiley Sad" /&gt;</description>
