My computer is PAINFULLY slow! How can I tell if the cause is the computer or slow Internet service?

I bought my computer (a desktop) only about 3 or 4 years ago. I only have about 200 photos on here and no music. I have about 100 e-mails, and I only use this to jump on the Internet. I pay about $18/month for Verizon Internet service, but it's not dial-up. Is it time to upgrade my service?

Thank you!
