topic Need Pay as You go phone - something without a contract in Electronics

From what I've read about AT&T Go Phone it still requires you to sign a contract for 2 years. Am I wrong?

I just need a phone for someone that can make calls (the occassional long distance), text message (very few) and isn't going to cost a fortune. The phone will only be used maybe 20 minutes a month total. So I just want the absolutely cheapest one I can get - the absolute bare basic phone.
