Yes, it sounds like the sewer drain is clogged since you say that all of the drains are backing up. He needs a plumber.

Did he buy a ranch home or other 1 story style on a slab or crawl space?

Sounds like he has a clog somewhere to the outside drain to the public sewer. Is freezing weather an issue?

Yep, he needs a real plumber, personally I'd skip Roto Rooter for something like this. Usually they will snake drains with a camera attachment to locate the clog.

He will need a plumber, preferably one that specializes in drains, so that the drain system can be checked. Maybe get referrals from Angie's List or the Better Business Bureau.

Sounds like it could be a clog in the main drainage system, which could be caused by tree roots or old pipes.

And be sure to get a couple of quotes, especially if the quote is high. Our neighbor was given quotes ranging from $250 to $1,500 for a similar problem. (It was tree roots.)

Yes, you can buy sewer backup insurance - we lived in a deep valley in Pitts. at the bottom of huge hills on 3 sides . We were advised to buy sewer backup insurance and we did have to use it twice. Fortunately for us the sewer drain was not in the house but out in the driveway so it backed up outside. And both times it was due to a severe cold spell causing ice to form out there during the night. After the second time we replaced the pipe with a larger one and that seemed to solve the problem.

Never call companies like Rescue Rooter or Roto Rooter - they send "unlicensed" guys who call themselves plumbers.

Almost 2 years ago, I had water running into my downstairs bathroom, bedroom, laundry room, hallway. I was told that the roots from plants caused this (my gardener didn't thnk so). My insurance company sent a "professional" inspector who put a camera down the drain pipe in my side yard and saw that the clean-out pipe in my front yard was clogged. I called a local "construction-type" company who removed a couple of feet from the bottom - of several walls. After everything dried out, an inspector came to be sure there was no mold. The carpet in my downstairs bedroom had to be replaced.

I found a good plumber on Yelp.com who removed the plant roots from the clean-out pipe. I had to pay $2,500 (my deductible) plus $500 for a couple of plumbers. My insurance co. paid $4,000.

I suggest u call ur insurance company first.
