Doll 10 setting powder

Are there any users of the Doll 10 perfecting powder that can tell me how to access the powder. There is a piece of plastic on top of the powder and for the life of me I cannot pull off the plastic to get to the powder short of destroying the entire container. I am sure there is something very easy to this but it has me stumped.

It's been awhile since I opened mine so I don't exactly remember, bur I think there's a half circle pieces on the inner rotating lid. Pull it, it's supposed to break away. You're left with the remaining half that can reveal or cover the sifter.
