1. After I wash my BB and gently use a cloth

or paper towels to get out the excess water; how long will it take to dry?

2. It came in a cylindrical clear plastic package. It seems smaller than I thought it would be. I know it will swell when I dampen it. The BB is about the length of my thumb from pointy tip to rounded wide bottom. Is this normal for a regular size BB, or did I buy a mini? It was sold on Amazon and not sold as a mini.

3. Once I start using it and it has been fully dried; will it fit back inside the plastic cylinder it came in?

The mini Beauty Blender is pretty tiny, so it sounds like you got the regular one. They don't usually take too long to dry I think, but I'm not sure how long since I only use it once a day and it's always dry the next morning when I go to use it. Just make sure that when you use it you really squeeze hard to get all the excess water out. You want it damp, but not wet at all.

I'm not sure about fitting back in original package, but I would think it would when it's totally dry.

I also don't put either, wet or dry, back in a closed case. I keep them in a juice glass on my vanity...fresh air. Sometimes it can feel dry on the outside, but still be damp on the inside. If you place it back in a closed container, it can get "germy".

I don't put mine back in the plastic. I have what looks like an egg cup made out of wire to sit it in so air circulates. It came in a set of blenders I bought.

I wet mine to use, squeeze out excess water, lightly run it across my Covergirl/Olay Age Defying ( or whatever they are deciding to call it, it changed), cream foundation, pounce it on my face all over for about a minute until even coverage, then rinse the best I can and squeeze out excess water and put in my wire egg cup.

Does this rid of all the make up on it, no. I'm lazy and don't make time to wash, wash wash it. I change out the sponge blender every few months. I also don't spend an arm and leg on them either. I've seen some are $20 a piece! Not doing that!

Mine is dry oover night--I squeeze it with warm water after use and then give it a good squeeze in a towel and let it dry. Have a little ring that it sits on

I have a metal cylinder shaped holder for my sponges that I leave out on my make-up table. It's wire so it allows the sponges to dry. My sponge is generally a tiny bit damp still the next morning. However, I keep my house pretty cool in the summer.
