This is Target's official return policy. It is more stringent than most stores, IMO:

refund/exchange policy
Most unopened items in new condition returned within 90 days will receive a refund or exchange. Some items have a modified return policy. Those items will show either a “return by” or "return within" day range under the item on your receipt or packing slip and in the "Item details, shipping" tab if purchased on Target.com. Items that are opened or damaged or do not have a packing slip or receipt may be denied a refund or exchange. All bundled items must be returned with all components for a refund. Some items, such as gift cards, are never returnable.

exceptions
Returns and exchanges without a receipt may be limited, other restrictions may apply.

Open music, movies, video games and software cannot be returned, but may be exchanged for the same title, for the same or different gaming platform.

Open or defective collectibles (e.g., sports cards, special-edition Barbie dolls, porcelain dolls, action figures and die-cast cars) cannot be returned.

The following items must be returned within 30 days: netbooks, laptops, eReaders, tablets, cameras, camcorders, digital audio players, GPS systems, video game hardware, personal DVD players, and no-contract cell phones.

For these items purchased between 11/1-12/25, the 30 day refund period will start on 12/26.
Halloween costumes and accessories must be returned by 10/31.
Different return policies may apply for contract cell phones.

I purchased 2 products that are the absolute wrong color. Of course, since there are no testers I tried my best to select shades just by observing thru a bottle. Will they accept used cosmetic returns (with receipt)? Thanks

Everybody accepts everything which is why prices are so high. I've seen people bring back canned food, and since it can't be re-shelved, it gets thrown out.

I don't think you should have any problem exchanging/returning. All of the d/s retailers take returns. I recently had to take two items back to CVS--kind of unusual, I usually don't return makeup, but I bought a Maybelline eyebrow pencil that was dry and crumbly, a few days later, a Physician's Formula concealer that was opened at the the bottom (you could only see the top part of the tube in the packaging).

Funny, we have two CVS stores in our town, I've rarely had a problem at one of them, I bought both of these at the other store and I don't think they rotate their stock often enough. Anyhow, I think everyone takes returns, or at least exchanges.

Not anymore! I purchased lipgloss that didn't work out for me. Took it back to the store and as of 2 months ago they do not accept any makeup returns. Guess I won't be purchasing cosmetics there.

My daughter works CS at a Target Superstore and they will not accept cosmetic returns if they have been opened. I suspect that each store may set a different policy and may sometimes depend on the discretion of a store manager, however, as a general rule - if you've opened the package they won't take it back.

I personally don't think drug and discount stores SHOULD accept returned makeup. Because they don't have the expense of testers like dept. stores, that's why its supposed to be cheaper. When people buy just to try it, that's when ALL of us have to pay for it.

I think there is a difference between choosing the wrong color and purchasing a product that's dried up. I tend to agree with you, bad choices should not be a criteria for return, but in my case the eyebrow pencil was dried up and unuseable, the concealer has opened at the bottom seam and most of the contents had leaked out.

People who make multiple returns just because a color is wrong or they don't care for something--I agree, it shouldn't be allowed, but the store has to have the same return policy regardless. As an ebay seller, I've heard of buyers messing up an item so they can say it's not in the original condition (fortunately, this has never happened to me). I think each person needs to shop responsibly, if someone finds themselves making a lot of returns for color or texture (not you OP, just in general), they they are better off shopping in department stores where there are testers.

My Target does not unless there is something wrong with it. They are very strict about returns.

If I purchase something bad at a drugstore, it's my loss. But if I purchase something that is defective, I do take it back and get my money back or an exchange. If I waste my own money, that's one thing but I'm not letting someone else waste my money for me.
