topic Packaging on shadow liner in Beauty

I just received a kit that I ordered off of QVC. There is a shadow liner in the kit called Yoga. There is no sifter cap (not sure if that is the correct terminology) on the container. I opened the jar and it is packed with product , so packed and no top with holes. I didn't think they sold product like this anymore, its been years since I've purchased a shadow or liner that didn't have the cap with the holes. Do you think this was a mistake?
