I would suggest you get a second opinion if they're talking about surgery.  Or course it hurts if they manipulate a broken toe.

 

I broke a finger last year and went to a hand specialist/surgeon.  Along the way, he told me surgery on a finger or toe rarely does any good.

I broke my little toe when I was 15 - almost 50 years ago. I didn't know it was broken at the time until my brother who was studying to be an x-ray tech x-rayed it for practice about 5 years later. He said did you know you broke your little toe. When I broke it, it was very painful and swollen. Now I can stick my toe out to the side and the bone pokes through. Great at parties for stupid human tricks!!  And when I stub it!!! OUCH!!!! Sorry you have to go through the pain!

Agree, we have to stop using the ER for conditions other than the most severe injuries and symptoms.
