It depends on the design of the shoe.  Velcro can look good and more streamlined than a buckle.  Its not just for people who have trouble buckling.  I look at the total shoe to see what it looks like.  I have many with velcro and some with buckles.  I dislike the look of athletic shoes with obvious "geriatric" velcro tabs.
