What does Recommended Product on the toolbar mean?

Are you suppose to post a pic of a recommended product? Are you to write out a product suggestion? Weren't most of us doing that without the toolbar? Is this another way of QVC gathering information ( keeping tabs ) on customers purchases?

Call me confused {#emotions_dlg.confused1}.
