UPS to USPS

I am so annoyed when my items ship from QVC via UPS and then get transferred to the local USPS. Not only does it add days to the delivery but I do not get good service and some things have been lost. (not QVC items) Some items have been delivered by UPS so I am not sure what criteria they use to determine when to give it to the USPS. I am not in a rural area. Is anyone else having issues with this?
