Need advice! What's eating my dahlias, green pepper plants and green bean plants?

Some animal is chomping the stalks of my plants right down to the base. Any idea what animal is responsible for this?!! I never had any issues with animals destroying my gardens. I don't see evidence of deer and we don't see them that often where I live. Rabbits maybe? Thanks for any advice!
