What does an "overstock" price mean to you?

I'm sure the term "overstock" is advertised more often than I know about, but for the second time lately I've seen an item of interest and when I looked at it, the reviews were awful. Today it was a set of breezie bras, A217094. If the item is being returned at a high rate, that might explain why they are over stocked, but is that pretty much what the term means at the Q? Clothing that doesn't fit most of us?
