If you wear a half size in shoes do you order up or down?

I am a 9 1/2 in sandals and it drives me nuts that a lot of companies don't make half sizes. I usually order a 9 which can be a tad short but the 10 is always too big. What's with these companies? I love Yellow Box and they make half sizes in everything except 9 1/2 and 10 1/2. I just don't get that logic.
