The Need To Say "Honestly"

I think people who use these phrases alot must not be good at keeping their word. "I am telling you honestly" "I can honestly tell you" or any other variation. The apprentice last night, I think I heard it a dozen times. If you don't start your sentence with "honestly", does that mean your lying?? LOL
