Shipped UPS - Delivered by Post Office

For the umpteenth time lately, I thought a package was going to be delivered by UPS. I was emailed the UPS tracking number, but when I went to check on delivery, there was a notice

"As requested by the sender, UPS has transferred this shipment to the local post office for delivery to the final destination."

Ugh, not again. What I do not understand about this delivery set up is - if the sender (and apparently everyone but me!) knows that the Post Office is going to be making the actual delivery to my home, why is UPS involved at all? If the Post Office makes the trip to my door to give me the item, why is it not shipped with them in the first place? It does not seem cost effective to involve two different companies to deliver an item. What is the point of shipping via UPS at the beginning but finishing up with the Post Office? Why not just use the Post Office for the entire shipment? Anyone know the logisitics or reasoning for not just shipping using the Post Office?
