A $3 fee to return an item to Kohl's?

Last week I took advantage of the Kohl's sales. Not usually a customer, I saw a desired top. With the dressing rooms filled, I took a chance but the item did not fit well. When returning it yesterday, they charged me over $3 to return it????

That is the end of Kohl's shopping for me. Are all stores doing this now?
