~ mascara that does not flake? ~

I'd like to know what mascara, preferably not waterproof, that you ladies have found that does not flake tiny pieces into your eye.

I've tried quite a few, drugstore and on-line, and they all seem to flake.

Times are tough financially, so I have to consider how much they cost, but I'd like to know what you all use.
