What really makes the High Shine Colors different than Foiling?

I'm so on the fence about ordering a kit that contains a High Shine Color. I've read such bad reviews about the tube being a mess. I have the Buzzworthy kit but never actually wore it and tried a bit of the Charisma High Shine (jar) in the kit on my hand and it looks like foiling.

What is all the Hype about?

The Mayan kit was tempting because that HS color shade is basically the color family I always wear....the liner color is not for me though so I'm wondering if I should even bother trying this kit.
