Nail polish won't completely harden

Here's my problem...
I polished my nails yesterday morning, using Bonder (Orly) base coat, 2 coats of Sally Hansen Complete Salon Manicure in Pat on the Black, and one coat of Sally Hansen Complete Salon Manicure Ultra Wear Top Coat. The problem...my polish never totally hardened, and I woke up this morning with "sheet marks" on my nails. This has happened before with other polishes, too. I don't glob on my polish, and let it dry a bit between coats, too. All the polishes are no more than 2 months old. I'm wondering if anyone else has had this problem, and miht anyone have a solution?
