I've never tried it, but yes, you would put the blush or lipstick on first.

@deja vu, I know you use some Wen products, so you may want to read through my initial post if you have some of the Wen Treatment Oils (especially the Tea Tree/Eucalyptus or Pomegranate/Rosemary):

I've been using them for the past 3-4 weeks and I'm still seeing improvements. lol, initially I was so surprised because I was just using them on my face to see if they helped with my facial acne (they've helped!!). I think they are stimulating the circulation under my eyes, which is key because the "bruising" circles are just due to poor circulation under the eyes.
