Planting todays TSV on stone?

I have an area that has small stones and pebbles. There is some rock solid dirt underneath these stones and I am wondering if I can just place the carpet sedium on these stones and would they grow?

I doubt it. If the roots are not in soil, they will dry out and the plant will suffer or die.

I imagine they'd do okay if you dug a small hole down to the dirt when you planted them. There is usually enough dirt blown in around the rocks to root something like sedum.
